Although I currently use template and responsive website platforms, through the years I’ve used old, yet ‘state-of-the-art’ hand-coded HTML & CSS, Dreamweaver, Muse with now-defunct Flash elements, and 100% Flash websites. There is plenty of handed-coded HTML & CSS in the website you are viewing now.
I never start with a template. I begin with a blank page to build individual customer websites based on client-approved criteria.
